Request for Qualifications
Design-Bid-Build
Dilworth Walmart Transit Hub 

Notice is hereby given that the City of Moorhead, Minnesota, is seeking Requests for Qualifications (RFQ) for a design-bid-build project at the Dilworth Walmart Transit Hub.  Requested services include design services, environmental reports, bidding and contracting services, construction management and other associated services.

Proposals will be accepted at the Metro Transit Garage, 650 23 St N, Fargo, ND 58102, until 2 pm CDT on Monday, January 2, 2023. Responses received after the specified date and time will be considered late proposals and will not be opened or considered for award.

Firms will be required to submit qualifications, including a work plan, timeline for completion of milestones, identification of project team, references, a portfolio of past work and a separate sealed cost proposal.

All proposers are notified that disadvantaged and women-owned business enterprises are encouraged to submit responses to this request.  The City of Moorhead will ensure that respondents to this request will not be discriminated against based on sex, race, color, creed or national origin in consideration of an award.

Up to 80% of this project will be funded through the Federal Transit Administration Section 5339 Bus and Bus Facilities Program grant, Catalog of Federal Domestic (CFD) Assistance #20.526, and Section 5307 Urbanized Area CFD #20.507.  Local, Federal and State of Minnesota requirements and corresponding contract clauses will apply to this project and any resulting contractual arrangement. 

All proposers will be required to certify that they are not on the Comptroller General’s list of ineligible contractors.

The City of Moorhead reserves the right to reject any and all proposals and to waive any informalities, irregularities, or technicalities in the bidding process.
