UPDATE OF 2004 COMPREHENSIVE PLAN AND GROWTH AREA PLANS
|

The City of Moorhead is in the process of updating its 2004 Comprehensive Plan and Growth Area Plans. The plans are important long-range documents that guide public and private investment and provide the basis for zoning, which determines the location of land uses and density. Funded by a federal grant, the city has contracted with Bonestroo Consulting firm, based in the Twin Cities to assist with the update.
In conjunction with the plan updates, the City is partnering with Fargo-Moorhead MetroCOG and Clay County Public Health to explore ways to make Moorhead a more active, healthier place to live through community design. The partnership, named Active Living in Moorhead (AIM), is using a $75,000 contract with BlueCross/BlueShield to facilitate the planning process and promote activity as a part of daily routine.
In the first few months of 2009, over 160 residents attended six neighborhood and college meetings sponsored by AIM to share information and gather input about Moorhead neighborhoods. Active in Moorhead (AIM) has contracted with the North Dakota State Data Center to conduct a scientific survey of Moorhead residents. The survey instrument takes input gathered through the neighborhood meetings a step further to understand how residents want to incorporate activity into their daily routines and what the city can do to help. The Data Center is mailing out the survey to 1,800 households in Moorhead on Monday, June 15 and is allowing two weeks for respondents to return them. The survey asks questions about residents' activities, use of public facilities and preferences. To be statistically significant, the Data Center needs at least 370 completed surveys, but of course, hopes for many more and will include all responses in the analysis. Please fill out a survey, if you get one, and encourage others to complete and return theirs. We want the results to reflect Moorhead's population as a whole.

North Moorhead/Oakport Township Growth Area Plan (GAP) and Alternative Urban Areawide Review (AUAR)
|
|
In response to increasing interest in development in North Moorhead and Oakport Township, the City of Moorhead has prepared a Growth Area Plan (GAP) and Alternative Urban Areawide Review (AUAR) for over 10,000 acres to effectively prepare for growth in the area. The Planning Commission reviewed the draft documents in a well-attended public hearing last fall, and the City Council voted to continue the process of adoption. The drafts were sent to 36 local and state agencies for review. Following the review period, the city's consultants made corrections in the documents as necessary and prepared responses to comments received. Staff distributed the revised version to agencies and received two additional comments, which the consultants addressed in the final draft. The City Council will consider adoption of the two documents at its April 27 meeting.
The final drafts of the GAP and AUAR, including the reviews and responses, are available using the links below. Both documents have been broken into sections to facilitate downloading. Complete printed copies of the document are available at City Hall.

Matson Field Fundraising/Renovation Effort
Constructed in 1958 with the current grandstand in the 70s, Matson Field has been the City's marquis facility for baseball tournament play and is the current host field for many Moorhead teams. The "Moorhead Field of Dreams" campaign, spearheaded by the user groups, is an effort to renovate Matson Field with private and public funds to position the facility as a first-rate site for regional and national tournaments. Renovation concepts proposed by the Field of Dreams group include:
- Dugout improvements, including drainage improvements and better ramp access
- Seating, press box, concession stand, and plaza area improvements
- The possibility of constructing a roof structure above fan seating
A large private fundraising effort, including a major gifts initiative, is scheduled to kick-off in the near future. More details regarding this project are available at http://www.moorheadfieldofdreams.com.

Southside Regional Park
Recently the Moorhead City Council and Park Advisory Board have adopted revisions to the original concept drawings for the 120 acre park. This is the concept that was presented to the Minnesota Amateur Sports Commission in an attempt to qualify Moorhead as the Northwest Minnesota Regional Sports Complex. If funded, Moorhead would potentially receive up to 4 million dollars via the Minnesota Amateur Sports Commission to develop the 120 acre regional Park as the Northwest Minnesota Regional Sports Complex. Should Moorhead receive the grant, the field size would be 16 instead of 11 full size fields, and a much more significant concession building than was originally planned, additional parking, maintenance facility, etc. The MN Amateur Sports Commission anticipates a request to the 2008 MN Legislature to fund such regional sports venues around the state.

Horizon Shores
The Horizon Shores Master Plan area when complete will encompass 860 acres of land and will consist of approximately 1,300 residential lots. This development is anchored by a 35-acre lake, 60-acres of parks and open space, the new Horizon Middle School and a future elementary school. In addition, there will be an estimated 450 multi-family dwelling units located adjacent to the 100 acres of commercial and business property which will be situated adjacent to I-94 and the new 34th Street Interchange.
Of this vast Master Plan area, Horizon Shores is only in the first phase where currently, there are 206 residential lots serviced. Park amenities that are in place include: 2 gazebos, tennis and basketball courts, lighted walking paths, 40 acres of water, water overlook (pier), paved parking lots and playground equipment.
