City Council Meeting Time Changes
|
|
Moorhead City Council meeting dates and times are changing! On May 5th, the Mayor and Council approved a change in their meeting schedule as follows:
- Regular meetings will be held on the 2nd and 4th Mondays of each month starting at 5:30 p.m.
- Committee of the whole meetings (informal work sessions) will be held on the 3rd Monday of each month at 5:30 p.m.
The revised schedule will start in June, 2008. All meetings will continue to be held in the 1st Floor Chambers of City Hall.

Moorhead Municipal Airport – Private Hangar Land Leases Available

The City of Moorhead as owner of the Moorhead Municipal Airport is announcing the availability of four sites for the construction of private aircraft hangars. The City is seeking interested parties wishing to construct an aircraft hangar at the Moorhead Municipal Airport. The primary use of any hangar built at the Moorhead Airport is for the storage of aircraft. Any interested parties should submit a Land Lease Application to the City Managers Office by June 16, 2008. The construction of any private hangars at the Moorhead Airport requires the approval from the Moorhead City Council and the execution of a land lease. A sample land lease is available for review. Terms of the lease are subject to change.

M.B Johnson Regional Park Project

In December of 2007 the City retained SRF Consultants Inc. to provide an updated Master Plan for M.B. Johnson Park. The first of two opportunities for public input was held on Tuesday February 12, 2008 at the Hjemkomst Center. For those individuals who would like to make comment on this project there is still an opportunity to fill out the survey that is attached below and return this by February 22, 2008 to either Holly Heitkamp at 218-299-5515 holly.heitkamp@ci.moorhead.mn.us or Larry Anderson at 218-299-5346, larry.anderson@ci.moorhead.mn.us. This information will be used to assist planning consultants in developing the Master Plan for this area.
Park Description
M.B Johnson Park is a beautiful wooded area located at 3601 11th St. North. This park consists of 106 acres of varied topography, with a combination of flat lawns and sloped wooded areas which are prone to seasonal flooding. To the north of M.B. Johnson Park is Oakport Township which is to be annexed into the City of Moorhead in 2015.
A master plan was prepared for M.B. Johnson Park in the 1970's and updated in 1986. There have been various uses suggested for this park that include amenities that would support it as a nature park and other suggestions that would emphasize a more active use.
Land and Water Conservation (LAWCON) funds were used for certain elements of park development; therefore the park is bound to certain legal restrictions tied to the original acceptance of these funds.
Existing amenities in this park include the driveway and road to the picnic shelter, parking, picnic area, playground equipment, boat ramp to the Red River and walking trails throughout the wooded areas. Many of these amenities are in need of renovation or complete replacement.

Matson Field Fundraising/Renovation Effort
Constructed in 1958 with the current grandstand in the 70s, Matson Field has been the City's marquis facility for baseball tournament play and is the current host field for many Moorhead teams. The "Moorhead Field of Dreams" campaign, spearheaded by the user groups, is an effort to renovate Matson Field with private and public funds to position the facility as a first-rate site for regional and national tournaments. Renovation concepts proposed by the Field of Dreams group include:
- Dugout improvements, including drainage improvements and better ramp access
- Seating, press box, concession stand, and plaza area improvements
- The possibility of constructing a roof structure above fan seating
A large private fundraising effort, including a major gifts initiative, is scheduled to kick-off in the near future. More details regarding this project are available at http://www.moorheadfieldofdreams.com.

Southside Regional Park
Recently the Moorhead City Council and Park Advisory Board have adopted revisions to the original concept drawings for the 120 acre park. This is the concept that was presented to the Minnesota Amateur Sports Commission in an attempt to qualify Moorhead as the Northwest Minnesota Regional Sports Complex. If funded, Moorhead would potentially receive up to 4 million dollars via the Minnesota Amateur Sports Commission to develop the 120 acre regional Park as the Northwest Minnesota Regional Sports Complex. Should Moorhead receive the grant, the field size would be 16 instead of 11 full size fields, and a much more significant concession building than was originally planned, additional parking, maintenance facility, etc. The MN Amateur Sports Commission anticipates a request to the 2008 MN Legislature to fund such regional sports venues around the state.

Horizon Shores
The Horizon Shores Master Plan area when complete will encompass 860 acres of land and will consist of approximately 1,300 residential lots. This development is anchored by a 35-acre lake, 60-acres of parks and open space, the new Horizon Middle School and a future elementary school. In addition, there will be an estimated 450 multi-family dwelling units located adjacent to the 100 acres of commercial and business property which will be situated adjacent to I-94 and the new 34th Street Interchange.
Of this vast Master Plan area, Horizon Shores is only in the first phase where currently, there are 206 residential lots serviced. Park amenities that are in place include: 2 gazebos, tennis and basketball courts, lighted walking paths, 40 acres of water, water overlook (pier), paved parking lots and playground equipment.

North Moorhead/Oakport Township Growth Area Plan (GAP) and Alternative Urban Areawide Review (AUAR)
|
As growth continues in the Moorhead area, there has been increasing interest in development in North Moorhead and Oakport Township. In an effort to effectively plan for that growth, the City of Moorhead has embarked on the development of a Growth Area Plan and Alternative Urban Areawide Review (AUAR) for this area.
The project area includes approximately 4,000 acres in North Moorhead and Oakport Township. It spans from the Red River on the west to 40th Street North on the east and from north Moorhead to 80th Avenue North. Click on “Moorhead GAP Project Area Map” to see a map of the project area.
In October 2006 an overview of the project and its process was provided in a newsletter sent to property owners, developers, business owners and other interested individuals and agencies. The newsletter can be viewed by clicking on “Newsletter Oct 2006 final”.
On November 2nd the first open house was held at the Hjemkomst Center. It provided an overview of the project and gathered input from the public. More than 80 people attended. A summary of what was learned through the Open House can be viewed by clicking on “Summary of November 2006 Findings”. All of the exhibits from the open house are also available to review immediately after the summary of findings.
The second open house for the AUAR/Growth Area Plan for North Moorhead and Oakport was held Monday, January 29 at the Hjemkomst Center. This Open House was announced in a newsletter sent in early January to property owners, developers, business owners and other interested individuals and groups. The more than 80 attendees considered design principles and three concept alternatives for the area’s development as illustrated in the materials linked below. Consultants with Hoisington-Koegler Group, Inc. gave brief presentations of their work so far and were available to listen to comments and answer questions. A summary of the findings from the Open House can be viewed by clicking on “January 29 Open House Findings Summary”.
Consultants have developed a preferred alternative, based on their work and the input received. They will present the preferred alternative to the Oakport Joint Powers Board at a meeting scheduled for 3:30 p.m., Tuesday, May 1 and to the Moorhead Planning Commission at its May 1 meeting that begins at 5:00 p.m. Both meetings will be held in the Council Chambers of the City Hall, 500 Center Avenue.
