Minnesota State Law - chapter 156 of the Session Laws of 2006, MN Statute 741.701 - requires that "a city or county with a population of more than 15,000 must annually notify its residents of the positions and base salaries of its three highest-paid employees." For the City of Moorhead, titles and salaries as of January 1, 2008 are: Chief of Police - $98,124, City Engineer - $96,941, Director of Community Services & Development - $88,882.
