Minnesota Legislature Awards Funds for Railroad Underpass at 11 St in Moorhead

The Minnesota Legislature enacted a Capital Investment Bill today that includes funds for a railroad underpass for Moorhead at 11 St. The funds are allocated to the Minnesota Department of Transportation, targeting $62 million for the Moorhead project out of $110 million appropriated for railroad grade separations statewide.

Mayor Judd stated, “This is a long time coming for Moorhead. The public safety concerns and traffic gridlock issues that our citizens face daily will be addressed with this project. This is a major infrastructure project that is a complete game changer for our development plans for downtown. I thank the State of Minnesota, our talented city staff, and our local legislators, Senator Eken, Representative Lien, and Representative Marquart for their hard work in making this vision a reality for Moorhead.”

For additional information on the 11 Street Underpass project, including conceptual videos of the street and aerial views, please see the project page of cityofmoorhead.com. The state funding allows final design and right-of-way acquisition to begin once grant agreements are executed. Construction will be conducted in phases and could begin as early as 2023.

Other local funding priorities funded through the Capital Investment Bill include:

  • $7.5 million for a Clay County resource recovery campus, consisting of a new solid waste transfer station and a problem materials management facility
  • $5.345 million for renovation of the Moorhead Readiness Center for the Minnesota National Guard
  • $17 million for flood hazard mitigation statewide – a portion of this will be used to continue Moorhead’s flood control efforts
