Post Date:11/24/2017 9:44 am

At 1:17 PM on Thursday, November 23rd, a Moorhead officer observed a male subject walking south on 10th St N in the 300 block wearing all orange jail attire.  The officer, through observation, confirmed that the clothing was from the Clay County Jail.  When the subject was ordered to stop, he fled on foot into the neighborhood of 1000 block of 2nd Ave N.  The Clay County Jail confirmed that inmate, James Lekvick Wingo, 25 years old, had walked away from the Clay County Jail Annex.

A law enforcement perimeter was set up around the one square block and assistance was requested from a West Fargo Police Canine.  Once the canine was on scene, a warning was given over the squad's PA of the canine's use.  Wingo tried to flee to the south and was confronted by officers on the 1st Ave N perimeter.  Wingo was taken into custody without further incident.  Wingo was transported back to the Clay County Jail and was cited for Fleeing a Police Officer on Foot.  Escape from Custody charges will come from the housing authority, Clay County Sheriff's Office.
