Police Identify Suspects in Standoff

Officers from the Metro Street Crimes Unit and the U. S. Marshal's High Plains Fugitive Task Force were conducting surveillance in the 1900 block of 6 Street South around 2:30 p.m. Monday afternoon when they observed one of the suspects wanted on a Department of Corrections arrest warrant for attempted homicide.  The suspect fled on foot back into their residence while threatening that he had access to a firearm and would use it if they came in after him.  Additional law enforcement resources were requested with establishing a perimeter and evacuating immediate neighbors.  In addition to going door to door, police utilized CodeRed to notify neighbors and used street barricades to redirect traffic.  The Red River Regional SWAT Team partnered with the Grand Forks SWAT team to assist with tactical considerations and to establish communications through their negotiation unit.

Negotiations were successful with a peaceful surrender by 5 adult occupants.  Three of these individuals were later released without charges.  HECTOR ONTONIEL FLORES (36 years old from Moorhead) is being held on a Minnesota Department of Corrections felony arrest warrant for attempted homicide.  HECTOR LIONEL FLORES (38 years old from Moorhead) is also being held on a Minnesota Department of Corrections felony arrest warrant for 2nd Degree Controlled Substance.

Police secured a rifle, air pistol, small amount of marijuana, and a baseball bat with screws sticking out from inside the residence.
